Shuhrat Jalilov is a strategic advisor with over 20 years of experience in public administration, utility governance, and institutional strengthening. He has led complex reforms across finance, infrastructure, and service delivery, supporting national and municipal institutions in partnership with the World Bank, ADB, EBRD, and other donors.

 

Renowned for his policy insight and practical expertise, Shuhrat drives impactful solutions that improve governance, modernize public services, and build resilient institutions.

Jan G. Janssens

Senior Advisor

Jan G. Janssens is a senior international consultant with over 30 years of experience in public governance, PPP frameworks, and institutional development. He has advised governments and public institutions on decentralization, strategic planning, service delivery, and private sector engagement through PPPs in sectors such as water, transport, and municipal services.

 

He has delivered technical assistance and capacity building under programs financed by the World Bank, EU, UNDP, and other international donors across Central Asia, the Balkans, and Africa.

Firuz Bulbulov

Senior Consultant

 

Firuz Bulbulov is a highly experienced development advisor with over two decades of leadership in public sector reform, institutional development, and infrastructure modernization. His work spans public financial management, social protection, water supply, digital systems, and disaster risk financing.

 

He has led and contributed to numerous complex assignments in Tajikistan and the wider Central Asia region, supporting ministries, state-owned enterprises, and international development partners including the World Bank, ADB, EBRD, and UNDP.

 Ravshan Tuychizoda

Senior Consultant

 

Ravshan Tuychizoda is a Senior Consultant and Project Manager with over 25 years of leadership experience in Tajikistan’s public utility sector, specializing in water supply, sanitation, and institutional reform. As former First Deputy General Director of the State Unitary Enterprise “Khojagii Manziliyu Kommunali” (KMK), he spearheaded national policy development, managed large-scale infrastructure projects, and drove institutional modernization with support from ADB, EBRD, and JICA.

 

His expertise encompasses strategic planning, operational optimization, capacity building, and multi-stakeholder coordination. Holding academic degrees in engineering, economics/law, and public administration, he brings a uniquely integrated perspective to public sector transformation. He regularly contributes to regional policy dialogues on utility reform and sustainable service delivery, and has led or advised on numerous complex assignments across Central Asia.

Nozanin Khudoieva

Consultant

 

Nozanin Khudoieva is a dedicated Social and Institutional Development Expert with over five years of experience advancing human resources, gender equality, and inclusive service delivery in water, sanitation, and public governance sectors. She has played a key role in major donor-funded initiatives—supported by the World Bank, ADB, and municipal partners where she has developed and implemented Equal Opportunities Plans, designed and executed comprehensive Capacity Building Programme Plans, and delivered targeted Social Support Programmes for utility staff and vulnerable community groups.

 

Her work integrates HR development with social safeguards, ensuring that reforms are not only operationally effective but also equitable and inclusive. Fluent in Tajik, Russian, and English, she excels at facilitating participatory processes, developing practical training and policy tools, and aligning institutional practices with international standards.

Siyovush Amirshoev

Consultant

 

Siyovush Amirshoev is an Environmental, Health, and Safety (EHS) Specialist with extensive experience integrating international EHS standards into public infrastructure projects in Central Asia, particularly in the water supply and sanitation sector. He has successfully developed and implemented comprehensive EHS Systems, including EHS policies, management plans, and detailed operational procedures in compliance with international donor requirements.

 

In parallel, he has led the design and execution of critical social safeguard measures, including the development and implementation of Social Support Programmes, ensuring protection for affected communities and vulnerable groups. His work emphasizes meaningful stakeholder participation, transparent consultation processes, and inclusive project design aligned with environmental and social frameworks. His contributions have strengthened the environmental and social performance of major utility projects supported by international financial institutions across Central Asia.
